Work
Plan for Loan for the Development and Promotion of Tourism
:
Phase
I (1988-1993)
The Tourism Authority of Thailand requested Chulalongkorn
University to conduct a feasibility study of the investment
for the development of tourism, as indicated in the Sixth
National Social and Economic Development Plan (1987-1991),
in eight sub-regions all over the country, namely the upper
and the lower parts of the North, the Northeast, the East,
the West, the east of the upper part of the South, the west
of the upper part of the South, and the lower part of the
South. From this study, the TAT would proceed with projects
under the Work Plan for Loan for the Development and Promotion
of Tourism:
Please
I under the total budget of 1,374,262,532 million Baht. The
following government offices were responsible for the projects:
The
Department of Forestry 29 Projects
The Department of Local Administration 15 Projects
The Department of Fine Arts 11 Projects
Office of Accelerated Rural
Development 6 Projects
The Department of State Highways 3 Projects
The Provincial Water Works Authority 3 Projects
The Department of Public Works 1 Project
The Tourism Authority of Thailand 1 Project
Total 69 Projects throughout the country
The
Office of the National Social and Economic Development Board
submitted, a proposal for consideration, to the Cabinet, on
September 15, 1987. By the Cabinet's resolution, the TAT was
permitted to proceed with activities in accordance with the
Work Plan for a Loan for the Development and Promotion of
Tourism : 1988-1993. For this reason, the work plan was included
in the thirteenth the Overseas Economic Cooperation Fund of
Japan (OECF) loan project of the year 1987, a type of loan
granted to the Thai government by the Japanese government
on a yearly basis. The Thai government sighed in an agreement
for a loan from O.E.C.F. on January 22, 1988.

The
work plan would include full-circle activities in the development
and promotion of tourism in terms of developing new tourist
areas, preserving and maintaining existing tourist areas and
promoting and marketing of those areas. Details of the activities
are as follows:
1. Constructing and improving infrastructure and facilities
in tourist areas, for instance, construction and improvement
of roads, the water works, the power works, parking lots and
the landscape of tourist areas.
2. Preserving historical sites and objects, for example, renovating
ancient places and forts, excavating ancient communities and
improving the landscape of tourist attractions.
3. Promoting the marketing, including publicizing tourist
areas which were developed by the fund from the work plan
for loan for the development and promotion of tourism.

The
activities in Phase I were completed and yielded satisfactory
results. This can be seen in an increase in the number of
tourists and expansion of the development of tourist areas
to different regions-causing income distribution and upgrading
the living condition of the local people. All the objectives
and aims stated in the work plan were well-met.
Work Plan for a Loan for the Development
and Promotion of Tourism:
Phase
II (1994-1998)
Phase II of the work plan is currently being implemented by
the TAT. The ministry of Finance, on behalf of the Thai government,
sighed an agreement for a loan from the O.E.C.F of Japan on
September 22, 1993. The amount of loan to be invested in the
work plan is 1,445.97 million Baht, and the plan consists
of twenty-eight projects.

The
work plan in Phase II aims at reviving and preserving tourist
sites and resources to ensure their quality and sustainability.
It also tries to preserve local culture and develop sources
of arts, culture, customs and history as national heritage.
Places of tourist potential are developed, emphasizing major
tourist provinces or those with high potential; namely Chai
Rai and Chiang Mai in the North, Ubon Ratchathani and Udon
Thani in the Northeast, Krabi, Phangnga, Phuket and Songkhla
in the South. These are important tourist spots to be connected
with the tourist circle in each region, among regions and
among countries. The work plan is under the responsible of
five government units-the Departments of Local Administration,
Public Works, Forestry, Fine Arts and the TAT.
Most
of the details of the work plan in the second phase are being
designed. Some of the projects have been launched or are under
construction. After the second phase is completed, in 1998,
this will contribute to the potentiality of tourism in major
tourist provinces.
